PLC Construction, Inc. was a contractor for I&E construction, control system engineering, programming, and commissioning services for the ROTFs. Each ROTF facility is a multi-train oil-stabilization plant capable of processing 120,000 BPD. PLC was responsible for the complete design of the control system, configuration, HMI development, I&E construction and commissioning. The design utilizes Emerson’s DeltaV Distributed Contro System (DCS) and Safety Instrumented System (SIS), which integrates several 3rd party control systems, smart MCCs and switchgear monitoring.
The full control-system design for each site consisted of, but was not limited to, a detailed I/O list with integrated vendor equipment details, panel layouts and wiring drawings that specified 3rd party interconnects, a full network design from the ground up, and a control narrative that was developed in conjunction with the client’s needs and the process-engineering team’s expertise.
Our team consistently worked hand-in-hand with all stakeholders on the project, playing an integral role to the success of the facility as a whole. Since then, PLC has been contracted to fill similar roles for various on-site projects, including the addition of multiple trains. Train 3 is currently underway with a scheduled completion date in May of 2019, with Train 4 following close behind.
